TERMS OF REFERENCE – ADMINISTRATION, FINANCE & LOGISTICS ASSISTANT (M/F) - HERITAS Project
Interreg NEXT Italy–Tunisia Programme 2021–2027
1. Purpose of the selection
As part of the implementation of the HERITAS project, co-financed by the European Union under the Interreg NEXT Italy–Tunisia Programme 2021–2027, ANIMED SARL plans to recruit an Accounting, Administrative and Logistics Assistant.
Coordinated by CESIE ETS, the HERITAS project aims to enhance tangible and intangible cultural heritage in Italy and Tunisia through participatory approaches, capacity-building for local stakeholders and the creation of sustainable community-based tourism routes.
As the Tunisian partner of the project, ANIMED SARL wishes to recruit an Accounting, Administrative and Logistics Assistant responsible for supporting the administrative and accounting management and the logistical organisation of activities implemented in Tunisia.
The position will contribute in particular to monitoring and filing administrative and accounting documents, preparing supporting-document files, updating monitoring tools, and organising the logistics of project meetings, training sessions, missions and events.
2. Main duties
Under the supervision of the Administrative and Financial Manager, and in close coordination with the Project Coordinator, the recruited person will have the following responsibilities:
- Support data entry, filing, physical and digital archiving, and the traceability of the project’s accounting and administrative documents;
- Verify the formal completeness of invoices, fee notes, contracts, purchase orders, minutes, attendance sheets and other supporting documents before submitting them for approval;
- Keep expenditure, commitment, payment, contract and deadline monitoring tables up to date, without replacing the approval functions of the Administrative and Financial Manager;
- Contribute to the preparation of financial files, payment requests, controls, audits and financial reporting, in accordance with ANIMED’s procedures and those of the Interreg NEXT MED Programme;
- Support consultations with suppliers and service providers, the collection of offers and the preparation of procurement files, in compliance with the applicable rules;
- Organise the logistical aspects of workshops, training sessions, meetings, missions and events: venues, accommodation, transport, catering, equipment, supplies and participant reception;
- Prepare and monitor the logistical and administrative documents related to travel and events, particularly participant lists, mission orders, reservations and supporting documents;
- Ensure the operational follow-up of logistics service providers and promptly report any delay, discrepancy or missing document;
- Contribute to the inventory and monitoring of equipment and supplies allocated to the project;
- Participate in the preparation of the administrative documents required for the recruitment and contracting of experts and service providers.
3. Required profile
Required qualifications
- University degree, bachelor’s or master’s, in accounting, finance, management, administration or another relevant field;
- At least 3 years of professional experience in accounting, administrative or logistics assistance, preferably within sustainable development, international cooperation or local development projects;
- Good understanding of the principles of filing, justification and traceability of expenditure;
- Knowledge of the administrative and financial procedures of projects funded by the European Union is desirable;
- Excellent command of Word and Excel, particularly monitoring tables, as well as digital document filing and sharing tools;
- Excellent command of written and spoken French, and good knowledge of English or Italian.

4. Conditions of participation
The following candidates may participate in the selection:
- Tunisian nationals or persons legally residing in Tunisia;
- Persons enjoying their civil and political rights;
- Persons who have not been subject to any conviction or exclusion from public office.
5. Type and duration of the contract
- Contract type: permanent employment contract, with a probationary period in accordance with the Tunisian legislation in force. The HERITAS project has a remaining implementation period that will be confirmed at the time of recruitment.
- Working hours: part-time, 30 hours per week, with the possibility of progressing to full-time employment based on other projects managed by ANIMED.
- Remuneration: 1,875 Tunisian dinars net per month, corresponding to part-time employment of 30 hours per week. In the event of a transition to full-time employment, the remuneration will be adjusted proportionally to the working hours.
- Duty station: Tunis, at ANIMED’s headquarters, with occasional travel to the target regions of the project or projects.
6. Selection procedure and criteria
The selection will take place in two stages:

Applicants who obtain more than 75 points out of 100 will be invited to take:
- A written practical test aimed at assessing their analytical and synthesis abilities, as well as their writing and organisational skills. Applicants who obtain more than 75 points out of 100 will be invited to attend:
- An individual interview to assess motivation, understanding of the role, interpersonal skills and the ability to handle practical situations related to the position.
Only candidates shortlisted following stage (1) will be contacted to take the written test.
Only candidates shortlisted following stage (2) will be contacted for the individual interview.
Only the candidate who obtains the highest score out of 100 points in the individual interview will be selected for the position.
