ADMINISTRATIVE AND FINANCIAL MANAGER (M/F)
HERITAS Project – Enhancing Cultural Heritage through Participatory Citizen Pathways and the Creation of Community-Based Tourism Routes Interreg NEXT Italy–Tunisia Programme 2021–2027
1. Purpose of the Recruitment
As part of the HERITAS project, implemented by a cross-border consortium coordinated by CESIE ETS (Italy), with Animed SARL as the Tunisian partner, the recruitment of an Administrative and Financial Manager (M/F) is planned to oversee the accounting, administrative, and financial management of the project within ANIMED.
The position aims to ensure that all financial and administrative operations comply with the rules of the Interreg NEXT Italy–Tunisia Programme, ANIMED’s internal procedures, and the requirements of the Lead Partner (CESIE ETS).
2. Main Responsibilities
Under the supervision of ANIMED’s Project Coordinator and in close coordination with consortium partners and the external auditor, the selected candidate will be responsible in particular for:
Managing the accounting and financial aspects of the HERITAS project in compliance with the procedures of the Interreg NEXT Italy–Tunisia Programme;
Planning and monitoring the project budget, including regular updates of expenditure forecasts;
Preparing, recording, and archiving supporting documents and accounting records on a monthly basis within ANIMED’s internal management platform;
Producing periodic financial reports for the Lead Partner and the Programme (expenditure declarations, supporting documents, monitoring tables);
Coordinating with partners, the Lead Partner, and the external auditor for the preparation of first-level controls;
Ensuring compliance with contractual obligations and updating internal management procedures as necessary;
Supporting the administrative management of staff, contracts, and project-related procurement.
3. Profile Sought
Required Qualifications:
University degree (minimum Bachelor’s) in accounting, finance, management, or a related field;
Proven professional experience (at least 5 years) in the accounting, administrative, and financial management of projects co-financed by the European Union or international donors;
Strong knowledge of financial management and expenditure justification rules within international cooperation programmes (Interreg, ENI CBC, Erasmus+, etc.);
Proficiency in accounting software and financial management tools;
Excellent command of French, with strong written and oral communication skills;
Knowledge of English and/or Italian is considered an asset.

4. Eligibility Conditions
The selection is open to candidates who:
Are of Tunisian nationality or legal residence;
Enjoy full civil and political rights;
Have not been subject to any criminal conviction or exclusion from public office.
5. Type and Duration of Contract
Type of contract: Open-ended contract (CDI) with a probation period in accordance with applicable Tunisian legislation. It is noted that 30 months are currently foreseen under the HERITAS project.
Remuneration: 3,400 TND gross per month, part-time, with the possibility of transitioning to full-time based on additional projects managed by ANIMED.
Duty station: Tunis (ANIMED headquarters), with occasional travel to Nabeul or Sicily depending on project needs.
6. Selection Procedures and Criteria
The selection process will be conducted in two stages:
1. Evaluation of the Application File (CV and cover letter), based on the following criteria:
Relevance of academic background (20%)
Experience in managing European/Interreg projects (30%)
Proficiency in accounting software and financial procedures (20%)
Language and communication skills (10%)
2. Individual Interview (20%)
The interview will assess the candidate’s motivation, understanding of the role, and interpersonal abilities.
